MINUTES

TOWN COUNCIL                                                              SPECIAL MEETING
COUNCIL CHAMBERS                                                            AUGUST 10, 2009
SOUTH WINDSOR TOWN HALL                                                TIME:  6:00 P.M.


1.      Call Meeting to Order

Deputy Mayor Bazzano called the Special Meeting to order at 6:00 p.m.

2.      Roll Call

Members Present:        Deputy Mayor Gary Bazzano
Councillor Edward Havens
Councillor Kevin McCann
Councillor John Pelkey
Councillor Keith Yagaloff

Also Present:           Matthew Galligan, Town Manager

3.      Public Participation

None

4.      Special Business

A.      Resolution Authorizing Town Manager, Matthew B. Galligan, to Enter into Intra-Town Agreements on behalf of the Town of South Windsor for Broadband Infrastructure Improvements

WHEREAS, the Town of South Windsor Information Technology Department wishes to submit an application in conjunction with other municipalities in Connecticut, for Federal Stimulus Grant money from the Broadband Technology Opportunities Program (BTOP) for Broadband Infrastructure improvements; and

WHEREAS, in order to successfully complete the application, the Town of South Windsor must enter into a municipal agreements with other participating Towns

NOW, THEREFORE, BE IT RESOLVED that the South Windsor Town Council hereby authorizes Town Manager, Matthew B. Galligan, on behalf of the Town of South Windsor, to enter into any intra-town agreements necessary with other participating municipalities for the submission of the grant application and sign any paperwork necessary to complete the grant application.

Was made by Deputy Mayor Bazzano
Seconded by Councillor Havens

Town Manager, Matthew Galligan explained to the Town Council that the application for this process has to be submitted by August 14, 2009.

Mr. Scott Roberts came before the Town Council and explained what the grant monies would be used for and how municipalities would be working together to receive this grant.  He also explained the purpose of intra-town agreements and broadband infrastructure improvements (see attached Exhibit A and B)

Mr. Roberts answered various questions that were posed by Council members.

Deputy Mayor Bazzano called for a vote on the Resolution; it was approved, unanimously.

8.      Adjournment

At 6:30 p.m., Councillor Havens made a motion to adjourn the Special Meeting.  Councillor McCann seconded the motion; and it was approved, unanimously.
